Purpose of the Design Competition
The current Yeosu City Hall was newly built in 1980. After the 1998 administrative consolidation of Yeosu City, Yeocheon City, and Yeocheon County, it was operated using three separate buildings. Due to events such as the 2012 Yeosu Expo, the establishment of an international education institute, increased administrative demands, and organizational expansion, the city has continued relocating offices and leasing buildings. As a result, there are now eight separate administrative office buildings in operation.
The excessive dispersion of government offices has led to decreased inter-departmental coordination, inconsistent space allocation, and difficulties in providing high-quality public services to citizens.
To resolve long-standing complaints regarding administrative inefficiency and poor service, the city aims to construct a rational and future-oriented office building. This new facility will go beyond serving as a simple administrative space and will introduce a variety of functions that allow it to coexist with the citizens.

Building Scale: 2 basement levels / 6 above-ground levels
Parking Capacity: Minimum of 160 underground spaces (750 total spaces or more)
Zoning and Districts: Natural Green Area, Type-2 General Residential Zone, Central Commercial Zone, Fire Protection District, Urban Landscape District
Estimated Design Fee: KRW 2,757,400,000 (including VAT; excludes electrical design, includes various certifications and insurance)
Design Period: 180 days from project commencement (including holidays and permit acquisition period)
